TV TOKYO Corporation Adopted Rikei’s New Receiver for J-ALERT, the MRJA2000, to Solve Operation/Maintenance Problems

Rikei Corporation (Head Office: Shinjuku-ku, Tokyo; President & CEO: Satoru Isaka; hereinafter “Rikei”) would like to announce that TV TOKYO Corporation (Head Office: Minato-ku, Tokyo; President & CEO: Yuichi Takahashi) has adopted Rikei’s new receiver for J-ALERT, the MRJA2000.

Background of Introduction

TV TOKYO introduced a receiver for J-ALERT ahead of many other companies.

TV TOKYO selected an integrated receiver released by another company in 2009, and the receiver was used for initial press coverage and information gatherings on the following occasions:

December 2012: Ballistic missile launch by North Korea

August 30, 2013: Launch of the Emergency Warning System

September 16, 2013: Emergency warning regarding heavy rain in Kyoto

Emergency weather warnings that have been increasingly issued with the recent weather changes

August 20, 2014: Sediment disaster in Hiroshima and

September 10, 2015: Flooding of the Kinugawa River and Tonegawa River due to torrential rain in the Kanto and Tohoku Regions.

In 2016, it was used for cases including the following:

February 7, 2016: Ballistic missile launch by North Korea and

April 14, 2016: Kumamoto Earthquake.

When it is necessary to convey accurate information to protect people in emergency situations, the stable operation of the system is essential. Because a request was made for a more high-reliability maintenance system than the conventional one in case system problems occurred, TV TOKYO decided, when the company moved to its new Head Office, to consider the introduction of a separate receiver *1) using a general-purpose server developed by Rikei, which has participated in the J-ALERT services from the initial stage.

To prepare for the move to its new Head Office, TV TOKYO commenced a serious investigation into the replacement of its J-ALERT receiver, and in response to the release of the receiver software at the end of August based on design and development associated with the reallocation of the main Bureau in the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications, it decided to adopt the new receiver for J-ALERT designed and developed by Rikei.

*1) Separate receiver: Rikei’s new receiver, the MRJA2000, with a design in which the satellite receiver and the analysis/processing server are separate.

Product Outline

The new receiver for J-ALERT, the MRJA2000, achieves the fastest analysis/processing in the industry by using a general-purpose PC server for the analysis/processing section.

TV TOKYO has adopted a separate receiver (Type B) that does not affect processing speed even if five or more client computers are connected because of the use of a high-performance server for the analysis/processing section. This has enabled the setting of push-broadcasting the audio information from J-ALERT using the built-in speakers of the client computers to transmit more detailed information to other floors, to which only an alert by stack light was able to be sent previously.

Moreover, the separate receiver can ensure increased maintainability, and even if the satellite receiver should be under repair due to malfunction, the receiver can continuously receive J-ALERT information by its analysis/processing section alone via the terrestrial route. This significant advantage for the operation and maintenance is also a decisive point with regard to their adoption.

  • The design in which the satellite receiver and the analysis/processing server are separate has achieved high maintainability and reliability.
  • Even if the receipt of information becomes temporarily impossible due to precipitation, reception can be immediately recovered with a unique algorithm.
  • It is possible to confirm receipt at a news desk, weather desk, etc. on other floors distant from the equipment room.

Future Plans

Currently, targeting users of about 2,500 units, we are aiming to acquire a 60% share within three years.

* We achieved a 7% share in 2011.
