Rikei Corporation (Head Office: Shinjuku-ku, Tokyo; President & CEO: Satoru Isaka; hereinafter “Rikei”), is pleased to announce that it starts to provide “the integrated disaster prevention information distribution system,” that enables prompt transmission of diversified information from local governments to local residents at low cost.
Background of the market
As many natural disasters such as earthquakes and typhoons have become more serious each year, local governments place great importance on securing communication methods during a disaster including disruption of communication infrastructure and connection failures of telephones and smartphones. This is because it may cause confusion if the information cannot be promptly transmitted to the local residents before and after the disaster.
Although the administrative radio system for disaster prevention is one of the means of information distribution during a disaster, introduction of the system costs hundreds of millions of yen. In addition, other means include broadcasting from outdoor speakers, posting on websites, and notifications to smartphones, etc., but the issue remains about launching multiple software and applications to deliver information taking too much time and effort in an emergency.
Overview of the new product
The integrated disaster prevention information distribution system enables local government officials to distribute information to residents quickly from various media simultaneously. In addition to the centralized function and SNS (Twitter, Facebook) linkage function, the voice synthesis function is also used to create voice from text.
Also, we will build a private communication network including servers etc. centered on the technology of WLAN access equipment we have handled for many years. We will make a proposal according to the topographical characteristics of each local area as well as hardware, software, maintenance work, etc. mainly to small municipalities with a population of 50,000 or less.

Centralized function
The system enables simultaneous delivery to various media such as audio broadcast to outdoor speakers, area mail, posting on local government websites and so on. The complicated information distribution that needed to be operated by independent systems before can be done quickly and easily. It is also possible to deliver at any time with its delivery reservation function.
Voice Synthesizing Function
This function allows to create voice data based on text. It is not necessary for a staff to deliver message by his/her own voice each time, and the volume of the voice and the speaking speed can be kept constant, making it easier to listen and understand. The broadcasted voice data can be checked by inquiring at a specific call center.
SNS linkage
Disaster information can be distributed by linking with the local government’s SNS account such as Twitter and Facebook, etc.
Private communication network
By building a private communication network, the shelters designated by a local government can be connected with WLAN devices and perform high-speed two-way communication, achieving stable communication. Also, if an IP telephone network is prepared, it will not be affected by the overload of telephone lines due to safety confirmation during a disaster. By using the IP notification system, it is possible to cooperate with equipment at shelters such as schools and public halls, and broadcast emergency information over a wide area. It is also possible to use for purposes such as monitoring from a disaster countermeasures office of a local government via the network, by installing network cameras at dangerous places including coasts or landslide disaster warning areas.
