Rikei Joins Initiatives to Develop Indonesia’s Disaster Information Processing and Transmission System, Ensuring Fast and Reliable Delivery of Warning Information
Rikei Corporation (Headquarters: Shinjuku-ku, Tokyo; President & CEO: Satoru Isaka; hereinafter referred to as Rikei) is pleased to announce its participation, since May 2023, in the development of the Disaster Prevention Information Processing and Communication System (DPIS) provided by NTT DATA(Headquarters: Koto-ku, Tokyo; Representative Director, President & CEO: Yutaka Sasaki) for the Ministry of Communications and Informatics (Indonesian: Kementerian Komunikasi dan Informatika; hereinafter KOMINFO). The system was successfully installed in July 2024.
Overview
Leveraging the expertise gained from L-Alert (Local Alert), a disaster information sharing system widely used by municipalities in Japan, DPIS is designed to enable the government of the Republic of Indonesia (hereinafter “Indonesia”) to rapidly disseminate disaster information, safeguarding the safety and security of its citizens.
Rikei developed a disaster information management system that aggregates early warning data (earthquakes, tsunamis, wildfires, etc.) from existing monitoring agencies in Indonesia, swiftly and reliably transmitting it to disaster-related organizations, mass media, and telecommunications companies. This scalable system supports not only earthquake and tsunami alerts but also other emergency notifications.
Rikei’s role in the project leverages its expertise in analyzing J-Alert messages and its proven experience in providing “disaster information systems for municipalities” that use long-distance wireless communication, particularly valuable in areas where wired infrastructure is challenging to establish.
Background
Indonesia, located in Southeast Asia, has experienced large-scale earthquakes similar to those in Japan. This project is part of a Japanese government-led ODA initiative focused on “exporting Japan’s disaster prevention technologies overseas.” The system draws on expertise from Japan’s L-Alert and aims to establish and support the operation of DPIS, addressing disaster information transmission challenges in Indonesia.
Future Developments
Rikei, in partnership with NTT Data, will continue to support the promotion and utilization of DPIS in Indonesia. By building DPIS, Rikei also aims to expand disaster prevention digital transformation (DX) solutions across ASEAN, with a focus on the Early Warning System (EWS) to tackle the challenges posed by global climate change.
